They only gave up on porting Norsca and started recreating them from scratch after the ME campaign was released. The ME campaign was not designed with Norsca in mind, which is why we still have only Skaelings and Varg up there. Only thing they're lacking is artillery, heavy cav (made up for with the best monsters in the game), and long-range ranged units (Hunters w/ Javelins are so unfair though it doesn't matter).
